MELBOURNE, Aug 11 AAP - The theft and mutilation of a family's pet dog which was found
chopped in half has frightened the community in a small west Victorian town.

Rascal, a small brown Pomeranian, is believed to have been stolen from its owners'
property in Nhill, a town with a population of about 2000.

The owner of the dog was mowing the lawn when he stumbled on the rear half of his mutilated
pet, which had been thrown back over the fence.

A local woman, who did not wish to be named, said the shocking attack was the talk
of the town and had put fear into locals.

"For somebody to be able to do that to a dog, it just sends general fear that we have
somebody in the community that could do that," the woman said on Thursday.

"It's absolutely disgraceful that it could happen in a community like ours. It's only
a small town.

"To find it happening in your own backyard, it's frightening.

"It's certainly got the town fearing."

Nhill Senior Constable Les Newton said the family had two small children - a toddler
and a baby - and had been deeply distressed by the mutilation of their pet.

Only half of the dog's body has been found, he said, and he appealed for anyone with
information to contact police.

"They are very upset," said Snr Const Newton.

He said the incident was "very worrying" for the community and the family did not know
why they would be targeted.

"We've never had anything like this happen in the town before," he said.

The dog was stolen at some time last Friday night and its remains were found on Saturday morning.

Another local, who did not wish to be identified, said the family had an idea about
who was responsible for the attack because they had made a threat against the dog in the
past.

RSPCA Victoria chief inspector Greg Boland said whoever was responsible for the attack
could face a fine of $25,000 and a two-year jail term.

He said the attack was at the high end of the animal cruelty spectrum and he had never
heard of a similar case in Australia.

"It's what I would consider to be an obscene case of animal cruelty," he said.

"It beggars belief that somebody could do that sort of thing and if they could do that
to a defenceless animal, who knows what they are capable of."

NSW:Shed fire causes $5m in damage

SYDNEY, April 15 AAP - Fire has caused about $5 million in damage, destroying a 150-year-old
steam-driven merry-go-round, antique equipment and vehicles in NSW's central west.

The items were all inside a shed on Nulla Road, Dubbo, which was engulfed in flames
about 1am (AEST) on Friday, the Rural Fire Service said.

The cause of the blaze is under investigation.

BRISBANE, Aug 18 AAP - Fire has caused extensive damage to a business north of Brisbane.

Seven fire crews responded to the blaze on Industry Drive, Caboolture about 4am (AEST)
on Wednesday, the Department of Community Safety said.

"It was well alight when they arrived and there were several other businesses in the
same area and firefighters had to work to protect those buildings," a spokeswoman said.

The fire was brought under control about 5.40am (AEST).

The two-storey brick building containing a landscaping business was destroyed and the
roof is expected to collapse.

No one was injured.

Dr Carnie said the doctor had worked at several other private clinics during the 12
months in question but patients he treated at those other practices will not be contacted.

"But we have no reason to suspect that there has been any clustering of cases at either
of those places," he said.

Dr Carnie first became aware of the cluster of the disease at the clinic in December
and after testing the doctor who returned from overseas in early January, he notified
the department of the link.

The board took two weeks to suspend the doctor in mid-February.

"This doctor gave Dr Carnie an undertaking that he would cease practising prior to
the matter being brought to the board's attention," president Robert Adler said.

The doctor's suspension means he cannot practise anywhere in Australia.

By law, doctors with hepatitis C are free to practise in Victoria provided they follow
infection-control guidelines.

Guidelines stipulate they cannot be involved in surgery performed in internal cavities
of the body or procedures that might increase the risk of needlestick injury.

"Normal anesthesia that follows infection control guidelines carries an extremely low
or non existent risk of transmission of hepatitis C," Dr Adler said.

He said the doctor in question had no conditions attached to his registration when
he was suspended.

SYDNEY, Aug 27 AAP - A man has died after his car crashed into a parked truck, with
the accident expected to cause extensive traffic delays on Sydney's M7 motorway during
the morning peak.

A Ford Mondeo crashed into a fully laden parked truck 1km north of the Horsley Drive
offramp, waking the truck driver shortly after 5am (AEST) on Thursday, police said.

The male driver of the Ford was found dead inside the extensively damaged car.

Only one southbound lane of the M7 was open to traffic early on Thursday morning while
emergency services were on the scene.

BRISBANE, April 18 AAP - Four asylum seekers suffering life-threatening burns from
a boat explosion will arrive in Brisbane on Saturday afternoon.

Four men in an induced coma and with extensive burns were due to arrive at the Royal
Brisbane Hospital on Friday night but were deemed too unwell to travel.

The patients are now expected to arrive from Darwin late Saturday afternoon.

A hospital spokeswoman said it was likely several other patients would join the four
men being brought to Brisbane.

Patients' conditions were being assessed ahead of travel before confirmation was given
on how many would be sent, she said.

Royal Brisbane Hospital acting director of burns Michael Muller said the four men in
induced comas would need extensive care.

"They have between 30 and 50 per cent burns on their bodies, so as a consequence they'll
be with us in our intensive care unit for some weeks and cared for by the hospital for
many months," Mr Muller told reporters on Friday.

He is due to provide an update to media at midday (AEST) on Saturday.

The patients are being transferred to Brisbane to share the load in the wake of the
boat explosion in northern Australian waters, which killed at least three and injured
44. Two people remain missing.

They will be operated on as soon as possible after arriving.

Operating bays have been heated to temperatures of up to 36 degrees and surgeons will
wear ice vests - similar to those worn by footballers during hot matches - to help maintain
their endurance.

Qld: MP under cloud after second legal threat

BRISBANE, Dec 12 AAP - A Queensland MP who twice threatened legal action against women
who criticised him has been asked to consider his political future.

Premier Anna Bligh last week made Phil Gray, the ALP member for the gold coast seat
of Gaven, publicly apologise for threatening to sue an elderly lady who allegedly criticised
him at a public meeting.

In the latest case, he reportedly demanded a 63-year-old Labor supporter, who media
reports say is recovering from a recent stroke, pay him $10,000 for "hurt and embarrassment"

over comments she wrote about him in an internal party report.

The threat was withdrawn this week, after media reports of the first case.

ALP state secretary Anthony Chisholm on Friday said Ms Bligh had again spoken to Mr
Gray, and asked him to consider his future in politics.

"She's asked him to have a good hard think about whether he is up to the job of being
a member of parliament - those are things he is going to have to consider," Mr Chisholm
told reporters in Brisbane.

"My understanding is that he has conveyed to me that he has learnt valuable lessons
over the last two couple of weeks in relation to his behaviour, and he assures me we will
not see similar circumstances again."

Mr Chisholm said he was confident Mr Gray would not repeat the "unfortunate" behaviour,
and would opt for internal dispute resolution in future.

Gaven is one of the state's most marginal seats, and Mr Chisholm recognised it would
be difficult for the government to hold at next year's election.

"Phil has a strong track record of delivering for the local community, he's worked
really hard winning the seat back after losing it in the by-election," he said.

"Phil Gray is the best candidate we have for Gaven."

Opposition treasury spokesman Tim Nicholls said the premier had already read the riot
act to Mr Gray and it hadn't worked, so she should now disendorse him.

"Our view is that disendorsement is a very real possibility there," Mr Nicholls told reporters.

"Obviously he's oversensitive to what seems to be very light criticism, this sort of
bullying activity is unnecessary."

Mr Nicholls described Mr Gray's behaviour as "bizarre" and "erratic", but wouldn't
say whether it made the LNP more confident of winning Gaven.

It also reflected poorly on Mr Gray that he only advised the woman of his intention
to drop the legal action after the media reports, Mr Nicholls said.

"He's then left a disabled lady of 63 in the lead-up to Christmas sitting there with
the threat of a $10,000 lawsuit hanging over her, so that's even more malicious," he said.

"If he decided not to proceed, he should have said so straight away, there's no reason
for the delay."

A tropical cyclone off Western Australia's north-west coast is set to intensify ..

and may cross the Pilbara coast on Sunday.

Residents from Cape Leveque to Bidyadanga are on cyclone watch for Cyclone Nicholas
.. a category one system.

It's expected to intensify later today and tomorrow as it moves south-west towards the coast.

Forecasters say the cyclone's latest track is west of Port Hedland .. and it's most
likely to cross the coast on Sunday near Whim Creek.

Gales are expected to develop today in the coastal and island communities between Cape
Leveque and Bidyadanga.

PERTH, Aug 28 AAP - The Australian sharemarket was lower at noon following a soft lead
from Wall Street overnight.

At 1144 AEST, the benchmark S&P/ASX200 index was down 24.4 points to 6160.8 and the
all ordinaries had lost 23.7 points to 6161.2.

On the Sydney Futures Exchange, the September share price index contract slipped 35
points to 6155 on a volume of 7,572 contracts.

CMC Markets senior dealer Josh Whiting said company reports due this week would set
the tone for the market for the remainder of the week.

"If nervousness out of the US continues, that bullish sentiment from earnings is likely
to be offset. We might have a fairly flat week," Mr Whiting said.

"The market is a little softer today, although not dramatically.

"The banks are marginally softer after financial stocks were weaker in the US on a
small renewal of the housing sector problems overnight, which saw the Dow close down about
50 points."

Companies reporting strong earnings today included Foster's Group, which was up 39
cents to $6.39 at 1147 AEST, Woolworths, which built on the rally that started yesterday,
gaining 37 cents to $28.56, and QBE Insurance Group, up 37 cents to $33.28.

The Dow Jones industrial average was down 56.74 points at 13,322.13 and the Standard
& Poor's 500 Index was down 12.58 points at 1,466.79.

The Nasdaq Composite Index was down 15.44 points at 2,561.25

On the local market, shares in BHP Billiton shed six cents to $37.51 at 1141 AEST and
Rio Tinto dipped 38 cents to $91.35.

The big banks all were down with ANZ losing 24 cents to $29.33, the Commonwealth Bank
shedding 32 cents to $54.88, NAB losing 32 cents to $39.85, and Westpac dropping 26 cents
to $26.79.

SYDNEY, April 13 AAP - A terrified Sydney doctor whose car was firebombed says he is
trying to fathom why he and his young family are apparently being targeted.

The paediatrician, his wife, and their baby were asleep in their West Ryde home early
today when the family car exploded in flames in a driveway near the house.

The blaze destroyed a nearby boat and damaged a neighbouring house while neighbours
rushed from their beds at 3am (AEST) to help douse the flames.

It was the second attack in four weeks on the doctor's property, after a brick was
thrown through the windscreen of his other car last month.

Witnesses told the Fairfax website they had seen a four-door car speeding away from
the house after this morning's attack.

The doctor, based at the Children's Hospital at Westmead, and his family fled through
a window of their single-storey home after the car alarm alerted them to the fire.

"I'm quite shaken. I've got no idea why anyone would do this," the doctor told Fairfax.

Police said they had seized a fuel can found next to the car, adding that the doctor
believed the vehicle's interior had been doused before being set alight.

The doctor, who did not want to be identified, told Fairfax he believed last month's
attack was nothing more than an act of vandalism.

"But there's possibly a connection - I don't know what," he told Fairfax.

The doctor only moved into the house three months ago.

Neighbour Jim Paterson said that if the address was being targeted then it was obviously
a case of mistaken identity.

" ... I'm sure the (doctor) would not have an enemy in the world," he told Fairfax.

MELBOURNE, Dec 12 AAP - A cross-dressing armed robber who claimed he needed heroin
to ease the pain of a workplace injury has been jailed for more than nine years.

Olavo Puc, 44, worked as a Country Road fabric cutter before a roll of paper weighing
100kg fell on him in 1997, injuring his spine and leaving him in pain, Victorian County
Court Judge Anthony Duckett said today.

The father of two began committing armed robberies in November 2004 to buy the heroin
he said was for pain relief.

Judge Duckett jailed Puc today for a maximum nine years and one month with a minimum
of seven years.

Puc, originally from East Timor, pleaded guilty to two charges of armed robbery and
was found guilty by a jury of six other armed robberies and one robbery.

Judge Duckett said Puc attacked vulnerable retail establishments, sometimes when they
were operated by single female attendants.

"Your conduct was aggressive and violent," Judge Duckett said.

The court heard Puc dressed as a woman on two occasions in November last year, while
he was on bail for the other charges.

Twice he robbed the Hoppers Crossing Club near his home in Melbourne's west using a
tree branch in a sock to give the impression he had a gun.

Judge Duckett said on November 12 Puc bought a black wig and wore his mother's clothes.

"You wore a skirt, top and high heeled sandals and stockings," Judge Duckett said.

Puc put on some make-up and went to the gaming room at the Hoppers Crossing Club where
he handed the sole female attendant a note saying "put all the notes in the bag or you'll
die," Judge Duckett said.

The victim was still suffering post-traumatic stress disorder from the attack, Judge
Duckett said.

At the same club on November 25, Puc again dressed in women's clothes and wore a different
coloured wig.

He used a note reading: "Just put all the notes in and no one will be killed. If anything
happens you'll be the first to die."

Puc fled with $2,800 but was chased and tackled by two men.

Judge Duckett said although Puc had been of previous good character, his crimes were significant.

"The serious and repeated nature of these charges warrants the imposition of a substantial
period of immediate imprisonment," Judge Duckett said.

NSW: Protest and march to be held to mark Hiroshima Day

SYDNEY, Aug 5 AAP - A protest march and rally calling for the end of nuclear weapons,
no nuclear industry in Australia and peace in the Middle East will be held in Sydney tomorrow.

The rally, to be held in Hyde Park, also will commemorate the anniversary of the dropping
of an atomic bomb on the Japanese city, Hiroshima, in 1945.

The marchers are expected to leave Hyde Park at 1pm (AEST), making their way along
Market, George, King and Elizabeth Streets, before returning to Hyde Park.

NSW Police will work with organisers to ensure the protest remains peaceful and have
warned that criminal behaviour will not be tolerated.

Police have warned that the march could disrupt traffic in Sydney's CBD.

Similar events are planned for capital cities across the country.

Cross City Tunnel.

Premier MORRIS IEMMA says they're not doing anything that would see the company walk
away with the best part of a billion dollars.

He says with the tunnel attracting only 30 thousand cars a day .. a third of its target
.. the operators need to do something to benefit motorists.

The Daily Telegraph said today the government might consider a billion-dollar buy-back
so they could reduce tolls and reopen closed traffic lanes.

360 Communication's Note Rating Raised to 'BBB+'; Debt Remains on Rating Watch -- Up

CHICAGO, July 27 /PRNewswire/ -- Duff & Phelps Credit Rating Co. (DCR) has raised the senior note rating of 360 Communications Company (360) from 'BBB-' (Triple-B-Minus) to 'BBB+' (Triple-B-Plus). 360's rating will remain on Rating Watch -- Up until its new parent company, ALLTEL Corporation, determines whether it will keep the notes outstanding, and, if so, whether it will provide explicit support for current noteholders.

The upgrade reflects the reduction in 360's debt leverage that has occurred since the closing of the merger on July 1, 1998. At closing, ALLTEL paid down the total amount of outstanding 360 bank debt (approximately $500 million) and terminated the facility, using draw downs from its own bank facility. However, ALLTEL has not guaranteed or assumed the remaining $1.3 billion of 360 debt and is currently evaluating its options in this regard.

In addition to the direct impact of debt reductions, the upgrade and the Rating Watch -- Up status recognize the implicit level of support 360 receives from ALLTEL, the strategic importance of 360's business to ALLTEL, and the potential for further improvement in credit quality should ALLTEL decide to refinance, guarantee or otherwise support 360's debt. 360 will benefit from greater scale and coverage, a fuller complement of vertical telecom services and improved access to capital.

Exclusive: WikiLeaks loses Icelandic financial lifeline.

WikiLeaks founder Julian Assange has lost a financial lifeline. Since December, bans by the world s major credit card networks, it has been difficult for supporters of the controversial whistleblower to send him donations. But this week, WikiLeaks gained a brief respite with the unwitting help of an Icelandic bank.

The window was quickly closed.

On Thursday, WikiLeaks payments provider DataCell said it could start processing donations to Assange s group again, circumventing a months-long ban by Visa and MasterCard.

An Icelandic bank called Valitor had agreed to accept payments processed by DataCell, but DataCell did not tell Valitor that those payments would include donations to WikiLeaks, the bank told Reuters on Friday.

"Valitor was not informed that DataCell would be conducting these activities when their business agreement was made," spokeswoman Jonina Ingvadottir told Reuters in an emailed statement on Friday.

She cited Visa and MasterCard s prohibition on the "service such as DataCell is offering WikiLeaks."

The world s two largest credit card processing networks were among several companies to cut off services to WikiLeaks late last year after the whistleblower organization made public a massive trove of secret U.S. diplomatic cables.

One person familiar with the matter told Reuters earlier on Friday that Valitor had blocked the Visa and MasterCard WikiLeaks donations and terminated its contract with DataCell.

Fewer than 100 donations were processed before Valitor blocked the payments, the person said.

Other media outlets this week reported that it was Visa Europe that discontinued the WikiLeaks donations, but DataCell told Reuters that Valitor discontinued all donations to WikiLeaks it had been accepting.

The failed Valitor partnership is the latest blow to Assange, who has struggled to gain funding since the major payments networks stopped processing payments to WikiLeaks.

The Internet vigilante group Anonymous temporarily shut down the public websites of both Visa and MasterCard in December after the companies began their embargo.

Visa and MasterCard send money from bank to bank around the world, on behalf of consumers, companies, governments and other organizations. But those organizations, including WikiLeaks and its processing partner, need bank partners.

DataCell founder Olaf Sigurvinsson confirmed that Valitor had terminated the contract with his company this week. He told Reuters that when he signed the contract with Valitor, "it was absolutely clear that we were going to continue our proposal to collect donations," including to WikiLeaks.

He said DataCell has filed a complaint over Valitor s actions to the financial supervisor in Iceland, and that it plans to file one to the European Union.

Visa Europe spokeswoman Amanda Kamin said in an email on Friday that "an acquirer briefly accepted payments on a merchant site linked to WikiLeaks." She said as soon as this came to Visa s attention, action was taken. Kamin did not elaborate further.

MasterCard said it has not changed its position on the WikiLeaks donation embargo.

Care managers work with members at highest risk

After four years of positive experiences with a

national disease management vendor, Fallon Community Health Plan in

Worcester, MA, decided it would be more beneficial to members and providers

if the diabetes management program was transitioned in-house.

The health plan chose an outside vendor when it

started its diabetes management program in order to get the program under

way quickly, says Wally Mlynaryk, MHA, director of disease management for the health plan.

?They definitely did have a positive impact on

our program, not only in terms of decreasing resource consumption by

members but also in improving the clinical parameters as gauged by

HEDIS [Health Plan Employer Data and Information Set] figures,? he

says.

Fallon Community Health Plan decided to bring the

program in-house to give the program a local focus. Care managers are

assigned to specific clinic sites throughout the health plan?s

service area so that the related physician group has a single point of

contact for its enrolled members.

Under the vendor?s program, physicians might

receive phone calls from several different care managers, Mlynaryk says.

?It gives the providers an opportunity to talk

to one person about all of their patients. They have one person to call if

they have questions about the program or want help in maximizing the

benefits of the program,? he says.

Fallon Community Health Plan?s diabetes

management program includes care for both high-risk and low-risk members

with diabetes.

Among the 13,000 diabetics covered by Fallon Community

Health Plan, about 3,000 have been assigned to the high-risk subset.

High-risk members typically are not managing their condition and are

regularly telephoned by a care manager who monitors, educates, and supports

the patient.

The health plan mines its claims data for members who have the

potential to have complications of diabetes in the future. Risk factors the

plan considers include hemoglobin A.sub.1C levels, creatinine levels, and past utilization

history.

?These are strong predictors of future

utilization for the diabetic population,? Mlynaryk says.

The health plan monitors lab values of members

monthly. If a member?s A.sub.1C levels and creatinine levels are stable, he or she may

be moved to a lower category or moved into the high-risk management

program.

Members who are not in the high-risk population

receive a quarterly educational newsletter created by the care management

staff.

The diabetes team at Fallon Community Health Plan is working to develop a group

follow-up program that would allow members to meet other members enrolled

with the program as well as have a face-to-face meeting with their care

manager.

It took the staff at Fallon Community Health Plan

about a year of planning to make the switch from using a vendor to handling

disease management in-house.

The plan already had established an Internet data

registry for its other disease management programs and was able to include

diabetes data in the registry fairly quickly, Mlynaryk says.

?We were able to take the same snapshot of the

platform and modify it for diabetes,? Mlynaryk says.

The vendor had established a high-risk group, some of

whom did not meet the criteria set by Fallon Community Health Plan for its

high-risk group.

When the program started, those members received

letters notifying them of the changes in the program and telling them that

even if they did not meet the new high-risk criteria, they still would be

monitored.

The health plan visited providers and told them the

rationale for moving the program in-house and the benefits the new program

would provide. Physicians also received a letter describing the new

program.

When a member is referred to the high-risk program,

whether by the health plan?s stratification process or a direct

referral, the plan gets the approval of the primary care provider before

starting the disease management program and gives the member an opportunity

to opt out.

A few members have refused to participate, Mlynaryk

adds.

?Since we?re look at a high-risk group, we

use a combination of education and training. The real thrust is to try to

get the members to check their blood sugars at home,? says Janice Betz, RN, senior clinical

manager at Diabetes Care.

The care managers have rough guidelines for frequency

of calls and often take their cues from the members as to how often to

call, she says.

Members could get a call as frequently as weekly or as

infrequently as quarterly.

?Some have a lot going on and don?t want

to be called every week. We will negotiate on how often we call,?

Betz adds.

The care manager takes into consideration how long the

member has had diabetes and assesses his or her knowledge of the disease to

decide if the member needs a full-blown educational program.

If so, he or she is referred to the diabetic education

programs, a diabetes nutrition program, or both.

The diabetes program?s nurse care managers also

address comorbidities, such as asthma or congestive heart failure, Betz

says.

SBC's Agreement Jeered; Critics Say It Burdens Company.

May 26--Labor experts criticized a tentative deal reached between SBC Communications Inc. and its union early Tuesday morning -- saying that both sides ultimately could lose as competitors pick off customers frustrated with rising bills.

SBC, the state's largest local telephone service provider, and the Communications Workers of America reached a tentative agreement that would protect the jobs of its 100,000 union members and save the company about $2 billion over the next five years.

The company agreed not to fire any worker during the life of the contract and to hire back several hundred people who were laid off, including about 250 in Michigan. The union said workers will pay higher co-pays for drugs and doctor visits but retirees won't be forced to pay monthly health insurance premiums.

The agreement came a few hours after union members across the country, including about 10,000 in Michigan returned to work after a four-day strike. The deal still needs to be ratified by the rank and file. The union was protesting the stalemate in contract negotiations that had been going on since February.

"This agreement helps ensure that American workers and their communities benefit from the promise of new information technology jobs," said CWA President Motorn Bahr.

Said Ed Whitacre, SBC chairman and CEO: "It is time now for the SBC family to come together quickly and rededicate ourselves to being the best communications company we can be."

But Bill Adams, a labor consultant, said the strike didn't accomplish anything. This strike was nothing more than just a flare to make it look like they are having a hard time," said Adams, president of Adams, Nash, Haskell & Sheridan, based in Kentucky.

He said SBC and its union are in trouble based on the high-tech telecommunications market they are competing in.

"It could mean the end of them," Adams said. "How can anyone sign a five-year labor agreement? No one can predict what the market is going to be for 90 days let alone five years and now they have locked in with certain rates, number of employees and benefit plans." The telecommunications market continues to experience tremendous change as new technologies such as cellular service, Wi-Fi and voice over Internet continue to expand across the country. All of these technologies are allowing people to choose different ways to communicate based on cost.

SBC offers local telephone service, long-distance service and high-speed Internet access. But it competes against cell phone companies and cable companies that offer similar services, sometime at lower costs with smaller, non unionized workforces.

Although it remains one of the most profitable companies in the business, SBC's sales have fallen for 14 straight quarters. F or the three months ended March 31, the company generated $10.1 billion in sales -- down 2.4 percent from the previous year.

Peter Morici, a business professor at the University of Maryland who studies labor issues, said the economy and the population continue to expand but the number of telephone lines being installed continues to go down.

"This contract makes it more difficult for SBC to expand because it has to follow union rules and can't expand or shrink the workforce to meet the market demands," he said.

SBC TENTATIVE CONTRACT: Highlights of the 5-year tentative contract agreement between SBC Communications Inc. and the Communications Workers of America. The agreement must be ratified by the CWA membership; no date for the vote has been set.

--No layoffs of employees currently on the payroll during the life of the contract. This does not apply to new hires.

--Rehiring of several hundred workers, including about 250 in Michigan.

--SBC and CWA will work together to bring back jobs outsourced to India.

--Health-care insurance premiums will continue to be fully paid by SBC.

--Workers will make increased co payments for drugs and doctor visits.

--Active employees will receive cash bonuses of $1,000 and retirees will receive $2,500.

--Across-the-board wage increases total 12 percent, compounded, plus an additional 1- percent lump sum in the first year and cost-of-living adjustments in the fourth and fifth years.

--Pensions will increase 13 percent over the contract term.

--SBC can hire non union workers for emerging- technology positions that are unrelated to the core telecommunications network.

--Union workers whose jobs are deemed surplus will be offered new jobs within the state or local area.

Adobe Museum of Digital Media Announces New Exhibition: John Maeda: Atoms + Bits= the neue Craft ABC.

SAN JOSE, Calif. - The Adobe Museum of Digital Media (www.adobemuseum.com) is pleased to announce its second exhibition, John Maeda: Atoms + Bits = the neue Craft (ABC), on view March 23 to Dec. 31, 2011. The exhibition is a digital representation of Maeda, president of the Rhode Island School of Design (RISD), leading an interactive lecture on how artists are connecting the worlds of digital creativity and analog (or handcrafted) creativity. According to Maeda, "Computers let us imagine digitally what we once could only validate by handcraft in physical form - the infinite malleability and reusability of bits have forever changed the creative process. But just as it took Icarus to first imagine human flight by carefully observing how birds can fly, digital tools have relied on many of the original tools and media used by artists in the pre-digital world." Maeda sees the thread that runs between the tools of physical art making - such as pens, brushes and pigment - and the way new media has co-opted many of the same tools to manipulate bits in digital art. Through the exhibition, he examines the history of linking analog and digital creativity within his own work and the works of others.

The exhibition takes the form of an interactive lecture, with a digital representation of Maeda speaking on a simple stage resembling his office at RISD. Dynamic infographics, video content and audio remarks illustrate Maeda's talk. Scenes from RISD art studios, including wood, glass, metal, and paper workshops, demonstrate the richness of expression Maeda feels must be captured in digital art's next chapter.

REVAMPED WEBSITE FOR YOUTH PROVIDES RESOURCES AND INSPIRATION.

SALT LAKE CITY -- The following information was released by the Church of Jesus Christ of Latter-day Saints:

Brandon Jackson raises money for orphans in Honduras. Pamela Hirwa of South Africa writes poetry. McKay Hatch started a "no cussing" club at his California middle school that has expanded to include tens of thousands of people worldwide. These young members of The Church of Jesus Christ of Latter-day Saints are involved in very different activities, but they are all motivated by their faith. And now there is a redesigned website to help youth in their quest to follow Jesus Christ.

There are more than one million Mormons ages 12 to 17 who are trying to live faithful lives in a world that often does not share or even respect their beliefs and religious standards. Young Men president David L. Beck and Young Women president Elaine S. Dalton hope the revamped LDS.org youth website will provide tools and resources for youth, as well as their parents and leaders.

"As young men learn about the standards of the Church and the doctrines of the gospel through the resources on this site, they will be inspired to act on what they have learned," Brother Beck said. "The website also makes it easy for them to share the articles and videos with their friends, and it allows them to share the experiences they are having."

Sister Dalton says the same is true for young women.

"On the youth website, young women can see that they aren't alone in standing for truth and righteousness. Here they can see examples of other youth who are living the [Church] standards in For the Strength of Youth pamphlet and making a difference in the world," she said. "With all the evil influences on the Internet, the youth website is a positive place where youth can go online and be uplifted."

The site features a variety of content, including inspirational videos showing how Latter-day Saint teenagers like Brandon, Pamela, and McKay are serving others, developing their talents and sharing their faith.

New content will be added to the website every week, including videos, articles and resources designed to help young men and women learn more about basic Church doctrines. For example, there is a page for each of the standards explained in the For the Strength of Youth pamphlet, such as dating, dress and appearance, sexual purity and media. These topic pages feature related videos, scriptures, articles and quotes from Church leaders.

Sixteen-year-old Sean Lambert of Kamas, Utah, says he is excited about all the content on the updated website.

"I like how easy it is to use. The format is really nice," Sean said. "I think it will be a really good tool for the youth if they'll use it."

Sean's mom, Deborah Lambert, says there are several things on the site that will help her in raising her teenage son.

"There are some good resources on there for starting a conversation," Lambert said. "For example, there are articles on choosing your friends and dating. Those are topics I deal with. We can both look at those articles and then talk about it. It's a good starting point to get a gospel discussion going."

Both parents and leaders will find many useful things on the site to help Mormon teenagers, Sister Dalton said.

"The website is also a wonderful resource for leaders, with links to Personal Progress and Duty to God and countless articles and videos to help them teach the doctrines and standards of the Church," she said.

Although the website is primarily focused on Mormon youth, there are several features that will appeal to people of all ages and faiths. For example, there are free music downloads from seminary videos, general conference and independent artists who donated their music. The site provides easy ways for visitors to share the content with their friends through e-mail or social media tools like Facebook and Twitter.

"A lot of youth want to share the gospel but don't know how," said Mike Madsen of the Church's Curriculum Department, who helped develop the website. "This website provides the tools to help them have a dialogue with their friends."

Sean Lambert said the resources on the site are definitely something he would share with his friends of all faiths.

"This would be a great thing to share with my friends," he said. "If anyone has questions about the gospel, the question and answers section would be awesome."

An application is also available to allow mobile phone users to quickly view the videos and use the tools on the site. The site is currently available only in English but will soon be translated into 10 languages, including Spanish, Portuguese, Italian and German.

NZ government grants ultrafast broadband contracts to two electricity companies.(SERVICES)

The New Zealand government announced that the initial two deals for launching ultrafast Internet service in urban regions have been granted to electricity firms. Communications minister Steven Joyce said that an affiliate of WEL Networks Ltd. and Northpower Ltd. would be launching very high speed broadband services in the cities of Tauranga, Hamilton, Whangarei, Wanganui, and Plymouth. Initial construction was planned to commence before Christmas and is likely to be completed before 2015.

These deals account for 16 percent of the total countrywide broadband project and are valued at $153 million. The government has already reiterated its commitment to expand high-speed Internet offerings to 75 percent of the nation by 2019. The list of other preferred firms to launch the high-speed Internet services in the remaining 25 areas will soon be declared.

Not 'why fiber?' But 'how fiber?'.(FTTH Council Europe)(fiber to the home)(Brief article)

The last year has seen some important developments in the FTTH scene in Europe, said Chris Holden, president of the FTTH Council Europe, in his opening speech at the FTTH Conference in Milan.

The first, of course, is the publication of the Digital Agenda, which sets ambitious targets of 100Mbps connectivity for 50 percent of Europe's citizens and 30Mbps for everyone. Now that the Digital Agenda has been released, it is up to individual countries as to what measures they take to achieve the objectives.

Explicit in the Digital Agenda is the recognition that fiber is the ideal technology to meet this bandwidth demand, Holden claimed. FTTH is firmly in the forefront of people's minds when they think about Internet connectivity.

This policy goal has helped contribute subtle but fundamental shift in the questions that the FTTH Council Europe is being asked by people with an interest in fiber-to-the-home, said Holden. The question is not simply "why fiber?" but "how fiber?"

But Holden warned that we should not underestimate the difficulties in fulfilling the targets of the Digital Agenda. "Our networks are at a crossroads," he said. "We can go in several different directions but only fiber guarantees the infrastructure of the future.

The other directions could lead to stranded investment or worse still, there may be no funding available in the future, and we could end up in a situation where we continue to have haves and have-nots."

Wireless networks are not a separate technology path, Holden claims. The Council believes that wired and wireless networks go hand in hand. A future without mobile is unthinkable, but that future also depends on fiber to connect high-capacity base stations.

US lawmakers want answers on exchange hack attacks.

WASHINGTON/NEW YORK: Senior U.S. lawmakers demanded answers on Tuesday from regulators and financial exchange operators about computer hacking attacks.

Already under investigation by the FBI, the attacks were acknowledged over the weekend by the operator of the Nasdaq Stock Market, Nasdaq OMX Group Inc. Its shares were down 3.2 percent in midafternoon trading.

News of the incursions came amid growing concern about the stability of high-speed, computerized trading systems that can drive wild market swings. A "flash crash" that occurred on May 6 of last year saw U.S. stock markets plunge 700 points within minutes.

"The world must have confidence in the technological security of our financial markets," said U.S. House Financial Services Committee Chairman Spencer Bachus and committee member Scott Garrett, both Republicans, in a joint statement.

The two sent a letter to Nasdaq OMX, other exchange groups, the Securities and Exchange Commission and the Commodity Futures Trading Commission seeking reassurances.

"At a time when investor confidence remains fragile, the hacking of a network that contains nonpublic, inside, material information that could be used illegally to gain a trading advantage is especially disconcerting," they said.

Nasdaq OMX was not immediately available for comment.

EXCHANGE PARENT FOUND SUSPICIOUS FILES

Nasdaq OMX acknowledged in a statement on Saturday that it had found "suspicious files" on its U.S. computer servers and determined that hackers could have affected one of its Internet-based client applications. The FBI and forensic firms helped Nasdaq conduct the probe, which is ongoing.

The company said there was no evidence that the hackers obtained customer information or that any of the company s trading platforms were compromised. The files were found in a Web application called Director s Desk and have been removed.

The incident did not become public until The Wall Street Journal reported it late on Friday.

Eighteen percent of all U.S. stock trading last month took place on one of Nasdaq OMX s venues.

Sang Lee, a managing partner specializing in market structure at Boston consultancy Aite Group, said it was not surprising that hackers would be drawn to exchanges.

"After all, what better location than exchanges or financial services firms if they are looking for sensitive, potentially lucrative financial information " he said.

"He didn't say he'd bring it down on medical facilities for ailing veterans, vital infrastructure improvements, public safety investments, emergency nutrition assistance programs and educational and developmental resources for pregnant women, infants and toddlers in the north woods."
